Further Clarification of Capping of Skilled Migration Program
Following our representations about the unclear and contradictory statements about capping of the skilled migration stream in DIAC's recently released FAQs on changes to the migration program, DIAC has advise the following:
"Cabinet has taken a decision to reduce the skill stream of the migration program for 2008-09 from its originally announced level of 133 500 to 115 000.
To achieve this, the planning level for GSM has been revised downwards to 71 500, ENS/RSMS is operating on a revised planning level of 36 000 and a decision has been taken to limit Business Skills to a total outcome of 7 500 through a combination of an offshore Cap (to be announced shortly) and careful management of the onshore grant numbers.
The 'swing factor' is the Independent stream within GSM which may be capped as necessary later in the program year to ensure that the new overall ceiling for the skill stream (of 115 000) is not breached. The wording of the FAQs is being amended as I write this note."
In fairness to DIAC, it has to be said that they were given very short notice of the changes.
The FAQs I refer to are the ones I gave notice of yesterday:
